Palo Alto Parents Protest Classroom Technology, AI Rules
More than a dozen Palo Alto parents protested classroom technology and AI policies at Palo Alto Unified's first school board meeting of the academic year last week, waving anti-AI signs and handing over a petition signed by more than 200 people demanding a full-day cellphone ban. Several parents leading the effort work in tech themselves, including venture capitalist Tilli Bannett, part of a wider backlash against classroom technology building across Silicon Valley (San Francisco Chronicle).
Bannett, who has three children in Palo Alto Unified, put the question to the board directly: "I came here to ask of you, where is the evidence for your technology?" (SF Chronicle). One recent study offers a partial answer, though only for a narrow slice of the debate: how different AI tutoring designs affected high school math performance. More on that below.
California's Phone-Free School Act required every district in the state to adopt a policy limiting smartphone use on campus by July 1 of this year (Palo Alto Daily Post). The law covers smartphones specifically. It says nothing about classroom AI, learning apps, or laptops.
Palo Alto Unified's board debated its cellphone policy last fall and approved it that November. The resulting policy gives high schoolers limited phone access outside class and leaves classroom AI decisions to individual teachers (SF Chronicle; Palo Alto Online). That compromise has left some parents pushing for stricter limits, drawn a mix of support and indifference from students, and prompted the teachers union president to say educator input on the rules "has not been central enough."
What Palo Alto parents are asking for
Candice Wei, a private college counselor, leads the local chapter of Schools Beyond Screens, a grassroots group that helped push Los Angeles Unified toward a bell-to-bell cellphone ban (Palo Alto Online). Her chapter's list of demands is specific: an all-day phone ban, a return to physical homework, parent opt-outs from ed-tech platforms, shared computer carts instead of personal laptops, no digital devices for kids in first grade or younger, and blocked access to AI sites (Palo Alto Online).
Wei says she regularly sees students tempted to hand essays and assignments over to generative AI instead of doing the work themselves (SF Chronicle). Leor Melamedov, a fellow chapter leader who has spent her career in tech marketing, makes a related point: the tools she works with were built for adults whose focus and critical thinking developed before AI was everywhere, and kids need that same struggle first (SF Chronicle).
PAUSD's current policy already meets a couple of these requests and hands the rest to individual teachers, which is where the disagreement gets more specific.
What Palo Alto Unified's technology restrictions actually cover
Palo Alto Unified enforces bell-to-bell phone restrictions for younger students but allows high schoolers to use phones during lunch and other non-instructional time. That split reflects the board's debate last fall, when it sided with students who had objected to a stricter version of the ban (SF Chronicle; Palo Alto Online).
The district's AI policy sets expectations around transparency and academic integrity, but leaves the actual decision about classroom AI use to individual teachers. "We aim to be intentional rather than restrictive," a district spokesperson said, adding that technology in Palo Alto Unified is meant to support instruction, not replace it (SF Chronicle).
Every Palo Alto Unified student takes an academic assessment through i-Ready, an online platform tied to a district goal to "achieve i-Ready stretch growth annually for 45% of K-5 students who scored below grade level on their fall i-Ready reading diagnostic" (Palo Alto Online). That goal shows how built into district planning digital assessment already is. It says nothing about whether the platform helps or hurts learning.
Tom Culbertson, president of the Palo Alto teachers union, says teachers' views on restrictions vary, but they're "ready to discuss how to move forward given changes in how students interact with technology in their private lives and how families are feeling about it." Educator input "has not been central enough" to policymaking so far, he said, and undoing years of classroom technology integration represents "a massive investment of time that cannot simply be undone tomorrow" (SF Chronicle).
One device category the current policy skips entirely: smart glasses. The nearby Mountain View-Los Altos High School District board endorsed a ban on the devices earlier this month, citing cheating and recording concerns, and plans a formal vote at its next meeting (Palo Alto Daily Post). Board member Catherine Vonnegut said the district needs to keep updating its technology policies because smart glasses weren't part of the original cellphone rules (Palo Alto Daily Post). Palo Alto Unified's own mobile-device policy doesn't mention smart glasses either (Palo Alto Daily Post).
What research shows about AI tutoring
A field experiment published last year gave nearly 1,000 high school math students access to two different GPT-4 tutor setups: one built to mimic a standard ChatGPT interface, and one programmed to give teacher-designed hints instead of direct answers, according to a study in the Proceedings of the National Academy of Sciences.
Unrestricted access raised grades by 48% during practice sessions. Once that access was removed, though, those same students scored 17% worse than students who'd never had access at all, a sign some had leaned on the tool as a crutch rather than a learning aid, the study found. The guardrailed version raised grades by 127% during practice, and researchers found the safeguards largely prevented the later decline.
That finding covers two specific GPT-4 configurations, in one high school, in one subject. It doesn't establish whether i-Ready helps or hurts elementary reading scores, whether phone bans improve outcomes, or how younger students respond to devices generally. Those remain open questions the study never set out to answer.
A separate statistic comes from a 2023 University of Michigan and Common Sense Media study: kids ages 11 to 17 spend about 4.5 hours a day on their phones and get roughly 240 notifications daily, a quarter of them during school hours (SF Chronicle). That figure describes personal phone habits broadly. It says nothing about school-issued laptops or platforms like i-Ready.
Stanford Graduate School of Education Dean Dan Schwartz put the caution this way in a 2024 report: technology "offers the prospect of universal access to high-quality learning experiences," but a bigger worry is that AI "in particular" could mean schools "just get more efficient at teaching badly" (SF Chronicle).
Students and teachers don't see the tradeoffs the same way
About a dozen students who attended last week's meeting expressed tepid support for the current phone policy, or plain indifference. Sophomore Aiden Farr called the compromise a good middle ground between a full ban and unrestricted access, arguing it serves the school's overall academic success better than either extreme (SF Chronicle).
That view echoes a concern student board representative Dylan Chen raised during last fall's policy debate: under a stricter ban, he warned, students would avoid faculty and leave campus to use their devices instead (Palo Alto Online). Board members weighed that concern before allowing high schoolers phone access outside class.
Some board members said research on school phone bans is still developing. Trustee Alison Kamhi disagreed, citing research on the negative effects of screen time on youth to argue for stricter rules (Palo Alto Online).
Wei has tried to frame the campaign as collaborative, not combative. "It is not us versus the teachers," she said. "This is not us versus the schools. This is everyone for the children" (SF Chronicle).
What to check next
Palo Alto's fight is shaped by this district's own board votes, petition drive, and teacher pushback, not a template other districts have already adopted. Families outside Palo Alto shouldn't assume the same rules, or the same parent demands, apply at their own school. State law addresses smartphone policies specifically; rules for AI tools, learning platforms, and wearables like smart glasses vary by district and are often set well below the state level, sometimes down to the individual classroom or teacher.
The most useful next step is one specific question, not a general complaint about screens. Ask the teacher or administrator who approved a given AI tool or platform whether its use is governed by district policy, school policy, or the teacher's own judgment. Bring that question to a teacher, principal, or the next school board meeting, and the vague worry about "too much technology" turns into something a school can actually answer.
