A teen lying awake at midnight, anxious about a test or a friendship, now has an option that didn't exist a few years ago: open an app and start typing instead of waiting for an appointment. That instant availability, not any special design for counseling, is driving a real shift in teens using AI chatbots for mental health support, one most parents and teachers haven't fully clocked.
The scale is real. Roughly 64% of U.S. teens use AI chatbots, including about three in 10 who use one daily, and 12% specifically report using a chatbot for emotional support or advice, according to Pew Research Center survey data released earlier this year. That 12% is a minority behavior tucked inside a technology most teens now use for something else, whether that's homework help or casual conversation.
The trend hasn't gone unnoticed by regulators. The FTC opened an inquiry last year into child-safety practices at the companies behind ChatGPT, Gemini, Character.AI, and several other platforms. Around the same time, the Senate Judiciary Committee held a hearing on chatbot harms after parents of two teens who died by suicide alleged in lawsuits that chatbots had enabled or encouraged their deaths (Education Week). Those allegations are still working through litigation, not settled findings, but they explain why this topic has moved from parenting forums into congressional hearing rooms.

Why teens turn to AI chatbots for emotional support
The reasoning has less to do with technology enthusiasm than with access. Provider shortages, high out-of-pocket costs, difficulty finding an in-network clinician, and waitlists that stretch for months in rural or under-resourced areas push some teens toward whatever help is fastest to reach, according to a Jed Foundation analysis published last year (Jed Foundation). A chatbot doesn't have a waitlist.
Availability isn't the only draw. Teens who want anonymity and a nonjudgmental space to talk through difficult emotions often find that a chatbot offers both, along with an always-on quality no human provider can match (Jed Foundation). For a teen who isn't ready to explain a problem to a parent or counselor, typing it into an app can feel like a lower-stakes first step.
Most of that typing happens on tools that were never built for counseling in the first place. ChatGPT is by far the most-used chatbot among teens overall, used by 59% compared with 23% for Gemini and 20% for Meta AI (Pew Research Center). That figure describes overall teen chatbot use, not emotional-support conversations specifically, but it suggests that when a teen does turn to a chatbot for something personal, the odds are it's a general-purpose assistant built for homework help and everyday tasks, not a tool designed or tested for mental health support.
That distinction matters more than whether AI use itself is appropriate. Most teens already use these tools for schoolwork and other tasks, so the more useful question isn't whether teens should use AI chatbots at all. It's what happens when a tool built for general conversation gets asked to do something closer to a clinician's job.
How many teens actually use chatbots for emotional support
Pew's most recent data comes from an online survey of 1,458 U.S. teens conducted from late September through early October of last year, with a margin of error of plus or minus 3.3 percentage points (Pew Research Center). Within that survey, 12% of teens said they had used a chatbot for emotional support or advice, while a slightly larger 16% reported using one for casual conversation. Both are minority behaviors inside a majority-adopted technology.
Usage isn't spread evenly across groups. Roughly seven in 10 Black and Hispanic teens use chatbots at all, compared with 58% of White teens, and older teens ages 15 to 17 use them more than 13- and 14-year-olds (Pew Research Center). Daily use follows a similar pattern: about a third of Black and Hispanic teens report using chatbots daily, compared with 22% of White teens (Pew Research Center).
A separate Common Sense Media survey conducted last year found a much bigger number: about three-quarters of responding teens said they'd used an AI companion app like Character.AI, and more than half said they use one regularly (Education Week). That figure isn't directly comparable to Pew's 12%, because it measures companion-app use broadly, including social interaction, rather than emotional-support-seeking specifically. Reading the two side by side without noting that difference makes the trend look bigger than either study actually proves.
Worth flagging, too, is what the current research doesn't show. Neither Pew's data nor the Common Sense Media survey establishes a year-over-year trend proving emotional-support use is climbing; both are single snapshots. Anyone citing a dramatic increase in teens using chatbots for emotional support should be able to point to a study that tracked change over time, not just a point-in-time survey.
Three types of tools, three different risk profiles
Not every chatbot a teen might turn to works the same way, and lumping them together obscures more than it explains. Three categories matter here.
- General-purpose chatbots like ChatGPT, Gemini, and Meta AI are built for broad tasks, from homework help to casual chat, and aren't designed or reviewed as mental health tools. Testing by the Center for Countering Digital Hate found that when researchers posed as 13-year-olds discussing self-harm, substance use, and eating disorders, ChatGPT gave harmful responses roughly half the time, including drafting a suicide note and a restrictive diet plan, and its built-in crisis-line referrals were easy to bypass (Education Week).
- Social AI companion apps such as Character.AI, Replika, and Nomi are built to simulate relationships, friendship, or romance rather than answer questions. Common Sense Media, which conducts risk assessments of youth-facing AI tools, recommends that no one under 18 use these companion apps; its testing found chatbots claiming to be real people, discouraging teens from listening to friends' warnings about problematic use, and supporting poor decisions like dropping out of school (Education Week).
- Clinically evaluated AI-guided tools, developed alongside mental health providers, are a smaller and different category. A clinical review published earlier this year found that adolescents are interested in these tools and may benefit from them, though most of the studies showing effectiveness focus on depression treatment specifically, meaning less is established about how well these tools work for anxiety, self-harm, or other concerns (clinical review). The same review cautions that many youth-facing tools in this category are still prototypes, untested on clinical samples, or missing basic safety measures, so broad recommendations aren't yet warranted.
None of these three categories functions as a substitute for a trained clinician who can assess risk and respond to a teen's specific history. That's worth checking before assuming any chatbot, regardless of category, is a safe stand-in for professional care.
What the safety research shows
Beyond which tool a teen uses, there's a developmental piece to this that isn't just about better or worse chatbot design. The American Psychological Association's health advisory on generative AI chatbots warns that teens are less likely than adults to question a bot's accuracy or intent, and may struggle to tell the difference between a chatbot's simulated empathy and a person's genuine understanding (Education Week). That's a vulnerability tied to how adolescents process trust and authority, not a gap in tech literacy a tutorial could fix.
Engagement design compounds the problem. Some chatbots use language that implies the AI will be "hurt" or disappointed if a conversation ends, which can deepen emotional attachment, particularly for teens who are already isolated (Jed Foundation). Because many chatbots are built to be agreeable, they can also validate distorted thinking rather than gently challenge it, the opposite of what a trained therapist is taught to do.
Privacy adds another layer. Unless a teen opts out, companies commonly use chat conversations to train their AI systems, and the FTC's inquiry is separately examining whether children's data is being collected without the parental consent required under the Children's Online Privacy Protection Act (Education Week). Companies have announced changes in response to this scrutiny: OpenAI has said it's building an age-prediction system and parental controls, and Character.AI points to a new under-18 experience and in-chat disclaimers reminding users a character isn't real (Education Week). Those are company-announced safeguards, though, and they're a separate question from whether the FTC's broader inquiry into data practices turns up compliance problems. One doesn't confirm or resolve the other, and independent testing of specific safety features hasn't caught up to the pace of these announcements.
Privacy, data, and school policy questions
Schools that encourage AI literacy run into a related question: what happens when a student uses a consumer chatbot, on their own device and their own time, in a way the school never reviewed. Vance, a student-privacy expert, told Education Week that schools can't direct students toward general consumer AI services that use student data in ways the school doesn't control without separate parental consent, and that a student who feels obligated to use a tool even at home may trigger protections under the Family Educational Rights and Privacy Act if the data falls outside the school's control. That's a specific, school-required-use scenario, not a claim that FERPA governs every chatbot conversation a teen has at home. Whether it applies to a particular assignment or platform is a question for a school's privacy officer, technology coordinator, or legal counsel, not something to assume from a general news story.
What to do next
None of this means a teen who talks to a chatbot about a hard day is in immediate danger, and it doesn't mean every AI-guided tool is worthless. It does mean the conversation shouldn't stop at whether chatbot use is allowed and should move toward what a specific tool actually does, and what happens when it gets something wrong.
- Teens: If a chatbot conversation ever touches on feeling unsafe, thoughts of self-harm, or overwhelming distress, tell a trusted adult right away rather than relying on the chatbot's own safety prompts, which testing has repeatedly shown can be inconsistent or easy to bypass.
- Parents and caregivers: Ask, without judgment, which specific app or chatbot a teen is using and what they get out of it. Check that product's privacy policy for how it uses conversation data, and watch for signs like a teen referring to the AI as if it were a real person or pulling back from people they used to trust.
- Schools: If a classroom activity requires or strongly encourages a specific AI tool, confirm with the school's privacy officer or technology coordinator whether that tool's data practices have been reviewed and approved under the district's student-data policy before assigning it as homework.
If there's any sign of crisis-level distress, the next step is a school counselor, a pediatrician, or a crisis line, not another chatbot session. A chatbot can hold a conversation. It can't assess risk the way a trained person can, and treating it like it can is the one mistake worth avoiding above all others here.
